It is not intended as a bug-only mailing list. d-k will still remain a primary point of contact for the kernel team for users. And discussions on d-k-devel are not going to be of much interest to anyone outside the kernel team.

Maybe start using debian-kernel-bugs and debian-kernel-devel, and let
debian-kernel become unused (and redirect it to debian-kernel-bugs or
something.

Please do not make it more complicated than necessary. The current setup is fine, we just need a list with a bit less traffic to discuss the development issues.
