The SCTP packets sent have invalid checksum. It seems as if the SCTP packet
checksum is in wrong byte order (checksum on packet is 0xd9f4c234 and it
should be 0x34c2f4d9).
The bug causes all SCTP connection attempts (packets with INIT chunks) made
from this host to be silently ignored by the destination. Also all connection
attempts to this host get dropped even if they have valid SCTP checksum.
