I was just surprised groff would bother for something like this when it's quite happy to use ASCII apostrophes and so on.
Groff used to render ' as ’ (and ` as ‘, and - as hyphen), but it broke too many manpages, which were written with the assumption that ' is '. Even groff's own manpages don't get it right. :-(
