I can't reproduce any problem with pstree on cyrillic linux console (ru_RU.KOI8-R locale) - all line-drawing symbols are displayed correctly. Probably bug submitter has broken console, or probably some specific setup. I think that the bug should be tagged 'unreproducable' and later closed unless submitter provides more information.
