I tried installing 2.2 on my father's old Digital laptop with a similar spec. and I had a similar experience to yours with the three floppy set. However my father succeeded in installing the base 2.2 system from the 13 floppy (I think it was) set. And I later upgraded that system to 3.0, with apt-get dist-upgrade.
