The kernel has checksums for the packages that it calls.  Those
packages have checksums for the packages that it calls (if it so
desires).  So if someone down at the bottom of the pyramid changes
something, then it doesn't get integrated until that change has
percolated up to the top.  Isn't this stability what the LaTeX people
want?  They put their stamp on a set of packages and call it good.
