Ah. You seem to be labouring under the misconception that non-program
data files aren't subject to the same rules for inclusion in main as
executable programs. That's an incorrect assumption.

A program that requires a non-free data file to run -- be it a firmware
blob, a graphics image, or some other beast altogether -- depends on
that file and thus belongs in contrib.
