I found the issue.  After digging through the scripts in 
/usr/share/live/build/scripts/build I was able to determine that it was 
actually looking for files named my.chroot.list or my.binary.list rather 
than my.list.chroot.  The suffix order is important and doesn't match the 
manual found here:
