That's because: 1. live-config isn't meant to be run once the graphical login stage is reached => if someone wants to change that, then they'll have to do the same kind of refactoring that we've done in live-boot for the persistence support. 2. live-config has no facility to change the keyboard layout *live* in the greeter (and indeed, given its purpose is to pre-configure, early during boot, stuff that will run later, it seems to be out of its scope).
