Yes indeed. The body of the bug report was correct, I'll update the title now.

I found #1113931 and tried it in a recent, locally generated sid KDE live image:

Instead of about 1GB, these files use only 100MB (not accounting for the squashfs compression)

So after #1113931 is fixed, I guess that this bug report can be closed as well.
