Can Debian contributors access the popcon data under a non-disclosure agreeement?

Dear Popcon maintainers,

we in the Debian-Med project have a growing interest to do some mining
on the popcon data. The two persons who expressed motivation recently,
myself and Rudi Cilibrasi, are not DD, however we are at the final stage
of the NM queue: waiting for DAM approval and/or account creation. Given
that it is impossible to predict the time this step will take, we would
like to know if we could access the popcon database under a
non-disclosure agreement.
