Yes.  Once you have builded these packages install the old version from
testing first and afterwards try to install the new version on top of
it.  This needs to work.

No, you also need the "Conflicts:".  I guess the break is not really
needed but does not harm.  In any case you need to try the installation
of the new version on a computer featuring the old one to verify that
the problem is solved.
