If by 'proper' you mean a file that apt won't complain about: just use "touch". Otherwise, just use an existing one (e.g. /var/lib/apt/lists/*_debian_dists_unstable_main_binary-i386_Release) as a template, and change as appropriate. I know of no location where the format is documented, or of any case where it is used. YMMV. -- Robbe
