There's a bit of a language gap here(sorry, no offense intended), so I'm
not sure I am interpreting your use of English correctly. However, if
what you're saying is "it will work for 1.3.0 through 1.3.1, but
anything 1.3.2 or later will not work", then you want something like:

Depends: apache-common (>= 1.3.0), apache-common (<< 1.3.2)
