I've put all the packages at:

http://www.tux.org/~ejb/debian/xerces/

They are divided into libxml-xerces-perl and xerces23. I copied all
the files that I believe would be uploaded. This would include all
binary packages as well as diff.gz dsc, and orig.tar.gz for
libxml-xerces-perl and all the binary packages as well as diff.gz,
dsc, and changes for xerces23. (libxml-xerces-perl has been moved to
a new upstream version; xerces23 has just had a minor change.)

Here is a complete list of files under the above URL.

libxml-xerces-perl/libxml-xerces-perl_2.3.0-4-1.diff.gz
libxml-xerces-perl/libxml-xerces-perl_2.3.0-4-1.dsc
libxml-xerces-perl/libxml-xerces-perl_2.3.0-4-1_i386.changes
libxml-xerces-perl/libxml-xerces-perl_2.3.0-4-1_i386.deb
libxml-xerces-perl/libxml-xerces-perl_2.3.0-4.orig.tar.gz

xerces23/libxerces23-dev_2.3.0-2_i386.deb
xerces23/libxerces23-doc_2.3.0-2_all.deb
xerces23/libxerces23_2.3.0-2_i386.deb
xerces23/libxercesicu23_2.3.0-2_i386.deb
xerces23/xerces23_2.3.0-2.diff.gz
xerces23/xerces23_2.3.0-2.dsc
xerces23/xerces23_2.3.0-2_i386.changes

Thanks for taking a look at this.
