Thank you for taking a look at the package. Yes it makes sense that it
should be within this group, but this group is for DD's.
As you are aware that I am a Debian Contributor, and I cloned the repo
based on recommendation

I have other ITA's in progress so I am now confused how to move forward.

There has been a SOVERSION update to this package before without the need
of experimental upload. This is a version bump only with the exception that
sqlcipher updated its build system to be in sync with sqlite.

The need of SOVERSION update will let me backport this library to trixie if
needed.
There is a discussion of choosing the soversion on upstream by DD's on
https://github.com/sqlcipher/sqlcipher/issues/488
