There is: file:///usr/share/doc/debian-policy/policy.html/ap-pkg-sourcepkg.html#s-pkg-dpkgchangelog The problem is only that the name in changelog has to match the name in control/dsc and friends, and it says that some tools still have problems with utf-8 in control files.
