Well, you can just look in /usr/share/.
/usr/share/debhelper/dh_make/debiank/rules
/usr/share/debhelper/dh_make/debianl/rules
/usr/share/debhelper/dh_make/debianm/rules
/usr/share/debhelper/dh_make/debians/rules
