It was only intended for cases where the default was one thing but where individual sysadmins might want to change the default. But in cases where the only meaningful installation was suid or sgid (for example, /bin/su), the deb always held a suid or sgid binary. Examples of the first case include debpkg, a potentially suid-root wrapper for dpkg. But this is really dangerous, so the default is non-suid, but the sysadmin could choose to change it if desired.
