Use the maintainer scripts to check that the package you are upgrading from
(the old-version entry, see 6.4 in debian policy) is one of the ones which
included that file. Check it with [ -f /path/to/file ] and move to a place,
informing the root that you performed such change (just in case the file was
modified by root).
