The .orig.tar.gz gives a 403 Forbidden error.

Your package has a Standards-Version of 3.6.0, whereas the current
version of policy is 3.6.1. It's unlikely that moving to the current
version will require any changes (see
/usr/share/doc/debian-policy/upgrading-checklist.txt.gz in the
debian-policy package).
