AFAIK that's wrong. Which KDE version needs this? AFAIK GNOME used the
Application-Category in it's old .desktop files. But both do not longer
need this obsolete category.

You need to run update-menus to update any menu. update-desktop-database
updates /usr/share/applications/mimeinfo.cache - a database, which
applications can handle a MIME-type. It does not update a menu.
