I had asked that question to Donn Morrison in November last year, here
is his answer:

Yeah I'm still maintaining it. I haven't had time to work on it lately
but I plan to do a few things to it in the near future. By all means
go ahead and build a debian package. I've been meaning to do this for
a while.

I had then decided to wait for a new release before working on the
Debian package, but it is now almost one year old.

However, some even older alternatives are in the archive - see camserv
as an example, whose last release was done in 2002.
