That not everyone lists the upstream authors in the copyright file, which is a bug in itself, doesn't make installing the AUTHORS file less a bug. What makes it less a bug is that authors are not necessarily copyright holders. Well, they are, but with copyright assigment, what ends up in the copyright file is not necessarily their names. For example, software with copyright assigned to the FSF will have the FSF as copyright holder listed in the copyright file, but a bunch of different authors.
