IIRC from the GR, the process for adding Dm-Upload-Allowed to a package is meant to be this; A longish-term sponsor of a package decides that the maintainer is capable of properly handling that one specific package. The sponsor then adds the Dm-Upload-Allowed flag to the package and uploads. Everyone is happy.
