Using /var/www/ is an FHS violation, so no you cannot use it in a Debian package. Please work with upstream to make it work no matter where it is installed. Much software in Debian has a build-time configured prefix, not sure if that is possible with perl cgis?
You should also not assume anything about which URL(s) and host(s) the sysadmin wants the software configured to respond to. Take a look at the Debian webapps policy and mailing list, dbconfig-common for database stuff and wwwconfig-common for webserver stuff.
