You create the empty suckless-tools_${version}.orig.tar.gz tarball in
the wrong directory.
Fixed
Now I realized that the other tarballs were created in a wrong
directory, too. (“This target […] leaves [the tarball] in the current
directory.” — Policy §4.9)
