In debian/rules, you point to check if dh_installchangelogs would handle CHANGELOG.md automatically. Please, check. From the source code of dh_installchangelogs, it should find CHANGELOG.md without any help.
True, although this feature was added in debhelper 9.20130921, so bumping version in Build-Depends might be worthwhile.
And of course, -k is not the default, so if you want to keep the original changelog name, the override is still necessary.
