The *.install files are read and used by dh_install. I wouldn't expect
the build system to make a difference there. It might be helpful if
you posted the errors you are receiving.

Besides if you use pybuild
(https://wiki.debian.org/Python/LibraryStyleGuide),
you don't need to worry too much about where things get installed, since
pybuild figures a lot of things out for you.
I second Jordan, please provide a dump of your build log and we can see
what
went wrong.
