Not by me, I don't know how it happened :-)
That would be the bug that caused cinepaint to be removed from testing, but the package has also been removed now from unstable due to http://bugs.debian.org/437837
That report is not completely accurate - there was a 0.22 release just two months before that bug was filed, but it wasn't uploaded by the maintainer. It is true that the Debian package was in need of attention.
