I suggest applying this as a Debian patch until upstream merges it:
https://github.com/PixarAnimationStudios/OpenSubdiv/pull/1234/commits/9079a517f406afba9ea50657b0a0786ad7a7bdcb
and remove the Builds-Conflicts from libtbb-dev again.
This makes the opensubdiv package compile.
