Jonathan's previous key, a PGP key, is included as key.pgp.old. His
current key has been signed by his previous key, and I have signed his
previous key. Therefore, using the web of trust, you may verify the
integrity of his GPG key.
The applicant's signed, scanned, photo ID is also included. As an
aside, as I have met the applicant personally, I certify that the
information presented there is correct.
Step 3: Policy and Procedures

The applicant has been using Debian systems for several years and has
already built some .debs. I have talked to the applicant both in
person and in IRC and these conversations have me convinced that he is
well-versed with Debian policy and procedures.

The applicant is interested in building packages initially. He has
already built a package of portslave, a RADIUS authenticator. I have
reviewed his package and find it to have been done in a competant and
policy-conformant manner.
