Policy and procedures:
----------------------
Robert wrote me:

I have been using Debian since January after going "distribution-less"
for some years. This change has eased my sysadmin life a great deal
and I want to contribute back. And the most effective way to do that
for a guy that likes C & Perl is to become a developer.

Robert explicitly agrees to follow the Social Contract anmd the DFSG in
his Debian related work. He answered to questions I asked his about hose
documents to my full satisfaction.

Policy and procedures check passed.

Tasks and Skills:
-----------------
Robert has already packaged two packages in the past: psst (free ssh2
implementation) and lame (mp3 encoder). Both look fine and are lintian
clean. These packages are not in Debian: psst has been superseded by
lsh-utils and lame has licencing/patenting issues.

Robert wants to work on the Hurd port on Debian. He has already done
some work on the Hurd. Since I know very little about porting and about
the Hurd, I asked Marcus Brinkmann to take a look at his porting work.
He answered me:
 |His contribution in the past was significant. If he were able to
 |upload packages he compiled, that would be very useful for us. The
 |patch for ssl he posted was 100% accurate, as is everything he says on
 |the mailing list.

Robert also wants to maintain some packages, such as secret-agent
(http://vibe.at/tools/secret-agent) of which he is also the upstream
maintainer.

Tasks and skills check passed.
