I was looking through the NM database and quite a few applicants haven't completed Tasks&Skills yet. As an additional requirement to packaging an application, I suggest that you ask your application to send in patches to the BTS to convert one or two (or more) packages to the FHS (and newer Standards-Version). Ideally, you would look at the patch and then have your applicant send it in (and NMU for him after 3 weeks). A listing of packages and rules can be found at http://qa.debian.org/fhs.html
