Rejecting NM applicant Patrice KARATCHENTZEFF

Hello,

        I reject the Debian applicant Patrice KARATCHENTZEFF
<[EMAIL PROTECTED]>. Patrice had difficulties to pass P&P. 
Moreover Patrice does not maintain any package.

        Instead of keeping Patrice in a limbo, i prefer rejecting him. 
He can reaply as soon as he has at least one package in the archive.
