For nm.debian.org, at 2025-04-22:
I support NoisyCoil <[email protected]>'s request to become a Debian
Developer, uploading.

I have personally worked with NoisyCoil, with the following email address and
OpenPGP key fingerprint:

NoisyCoil <[email protected]>
50CF C9D5 E5BD E1CB CA57 FD7B 6DF0 08E7 0F28 CBF7

in the Debian Rust team for about nine months. They have become an active and
helpful team member.
Since they first started contributing, their work was always excellent and of
high quality.
They helped with mutiple huge package transitions, such as bindgen, zbus and
env-logger.
Furthermore, they improved the overall documentation of the Rust teams'
packaging workflow.
The packages I sponsored for them had also no issues and were pleasant to
review.
I consider them as having more than sufficient technical competence, given
their detailed and
top-notch work.

I have personally worked with NoisyCoil <[email protected]>
(key 50CFC9D5E5BDE1CBCA57FD7B6DF008E70F28CBF7) for nine months, and I know
NoisyCoil
can be trusted to be a full member of Debian, and have unsupervised,
unrestricted upload rights, right now.
