Xiyue has long had push access to all Debian Emacsen team repos on salsa. I've temporarily given him salsa "Maintainer" access numerous times (I felt this had to be removed afterwards only because it allows comment moderation which I think only project members should be doing; looking forward to granting it permanently). I've sponsored a number of uploads since Xiyue became DM and have had only minor comments. I also believe that Xiyue has the requisite knowledge to upload to NEW without lots of issues with d/copyright. Having unrestricted upload rights would help Xiyue continue to develop his involvement and it's appropriate to trust him with them.
