I have worked with Nadzeya Hutsko in the Debian Rust Team for 10 months and I consider her as having sufficient technical competence.
First as a sponsored maintainer and then as a Debian Maintainer, Nadzeya showed care and skill in her work in Rust Team. We worked through a large number of transitions, introduction of new packages and updates, and I personally gave her DM permissions for 10+ packages. From a technical perspective, I have no doubt Nadzeya is ready to take the next step and become a DD. In addition to her technical skills, Nadzeya is able to create and maintain a sense of community which is much needed in Debian. Her participation to Debian events dates back to when she wasn't even a DM, and her involvement with Debian is ever growing. Becoming a DD would but be the acknowledgement of a status which she has already earned IRL.
