I've written a test suite for this that seems to work, although I suspect
it will throw a bunch of other errors if we add more tests for other
things in the OCaml Policy.  I also tweaked the patch a bit, and it's now
committed for the next release of Lintian.

I did change the severity of one tag: I downgraded ocaml-stray-cmo from
normal to minor on the grounds that the long tag description says that the
file is just useless, not actually harmful, which makes it a minor bug
instead of a normal bug.  Let me know if that's not correct.
