It is technically possible to upload two packages with the same upstream source, but it would not be "sharing". It is also possible to build a "binary" package that provide sources, that can be used as build-dependency by other packages (this is done for ocaml, gcc, binutils...). However, I don't see the point in the camlp5 case. We can build it twice as you suggested previously (in the same source package). There are already other packages that do that (e.g. ncurses, IIRC).
