I did a built test of the 5 versions, with the expected results:

FTBFS with OCaml error:
- llvm-toolchain-14
- llvm-toolchain-15
- llvm-toolchain-16

Builds:
- llvm-toolchain-17
- llvm-toolchain-18


Now comes the funny part:

In the strict release team transition sense, the LLVM packages are not 
part of the transition.

Each of them needs an RC bug for libllvm-*-ocaml-dev not having any 
OCaml dependency that would ensure a matchint OCaml is installed,
likely related to [1].
