[ snip ] update-openoffice-dicts is in dictionaries-common which is installed, otherwise dpkg would complain about unsatified dependency. Either dictionaries common's install is broken and you should fix it by reinstallling ir (apt-get install --reinstall dictionaries-common) or /usr/sbin isn't in your (root's) paths, which is a serious flaw on your side which should be corrected.
