It does not build :) (neon is not API-stable (yet)). Many packages include neon stuff in their source but this is a nightmare for big packages like OOo when a security update for neon pops up (which happened two times in the short history). The security-team doesn not want to do security-updates of OOo unless really necessary which I can understand. So I reintroduced libneon23.
