That this is "only" an important bug and any diff need to be approved by the release managers. And everytime I wanted to do an update there was a undisclosed security update already pending in the queue for weeks/months/..., thus uploading this would have disclosed that (bad) or have a version conflict with that security update (bad). Debian stable is also about keeping the packages without that much changes. And hell, uploading a build is not as trivial as you might think it is - you need to babysit all architectures to build it and before they didn't it won't even appear in proposed-updates.
