I18 refers to cell F18, which is formatted as text, not a number. The
SUM() function considers that a cell which contains text - even if it
looks like a number - to be of value 0.
Solution:
* Change the format of cell F18 to General or a number format
(Format->Cells)
* The formula changes to '23,88. Now you can see it is a text value,
not a number.
* Re-enter the number, or remove the ' symbol to change it from text to
a number.
* The numeric value is now used in I18.
