I just filed bug #867818, you should be able to reproduce it with the comments from the referenced upstream bug report. I tested version 2.2.4-2~exp0 from experimental which also had the bug. Then I tested a different machine running testing with cups 2.2.3-2, added the printer via hp-setup and everything was fine, but upgrading to cups 2.2.4-1 made the bug appear there. At last I tested a laptop with jessie and LibreOffice 1:4.3.3-2+deb8u2 again with the steps as before, but the printer was listed in LibreOffice and the GNOME control center, so I believe this bug is not what I observe because it affects package versions from jessie.
