I think it would be cool to prioritize people who are unlikely to get visas, both to make the chance of attendance closer to equal and to verify/ demonstrate/ that this is a problem.
We can still use random selection if people like; mentors' chances of being selected would be related to chance of visa rejection, and whatever other factors we consider.
