I'd like to say that there is no standard date/time format in
Debian. Sometimes developers use the American format 06/15/00 9:10pm
and sometimes they use the European one 15/06/00 21:10

The fix I would like to see in Debian is using the International
Standard ISO 8601. That's using 24 hour format always and ISO 8601
date format 2000-06-15

The original scanned document is at:
http://www.iso.ch/markete/8601.pdf

And the best web page about it:
ISO 8601 http://www.cl.cam.ac.uk/~mgk25/iso-time.html
this page speaks also over all of its advantages.
