I don't think any conclusion has yet been reached about whether or not
we will have some sort of frozen distro during the freeze. So I'm
unsure whether we should make this change as suggested; I think this
is more of a Release Manager decision than a policy decision, and that
this part of the change should wait until after we've frozen woody and
evaluated the experience.
