I have a suggestion: until the dpkg documentation is written,
debian-policy should include the remaining chapters of the old
packaging-manual as appendices.

Also, I would be interested in knowing whether people would like to
see the sub-policies eventually being included in the main
debian-policy document?  I would find this more intuitive than having
lots of separate policy documents.
